Total index market cap has expanded to $3.5 trillion. 62 companies are migrating up to the Russell 1000. 37 are entering the Russell 2000. Reconstitution creates forced buying. Forced buying creates momentum. ## Sectors to Watch **Industrials and Infrastructure:** AI data center construction and utility-scale energy projects are benefiting domestic small caps. $FIX (Comfort Systems), $POWL (Powell Industries), and $STRL (Sterling Construction) are executing on real revenue growth. **AI-Adjacent Tech:** Companies focused on the application layer. $TOST (Toast) is automating restaurant operations. Credo Technology provides high-speed connectivity for data centers. **Energy Producers:** Elevated oil prices from Middle East tensions benefit small-cap E&P companies. $REPX (Riley Exploration) has domestic production exposure with low leverage. ## The Catalyst The "One Big Beautiful Bill Act" provides bonus depreciation and R&D expensing that disproportionately benefits capital-intensive domestic businesses. This is a structural tailwind for small-cap industrials.
